Tacloban City (October 28) — The Anti Rabies Act of 2007 is an act providing for the control and elimination of human and animal rabies, prescribing penalties for violation thereof and appropriation of funds therefor. Among the component activities are the vaccination of dogs, the establishment of a central database system for registered and vaccinated dogs, impounding, field control and disposition of unregistered astray dogs, conduct of information and education campaign on the prevention of rabies, the provision of pre-exposure treatment, provision of free routine immunization and encouragement of the practice of responsible pet ownership. The program shall be implemented by the Department of Agriculture, the Department of Health, the Department of Interior and Local Government, the Department of Education, as well as the local government units with the assistance of the Department of Environment and Natural Resources, non-governmental organizations and people’s organizations. In connection with responsible pet ownership, all pet owners are required to have their dogs regularly vaccinated against rabies and maintain a registration card which shall contain all vaccinations conducted on their dogs.
